Next phase of Hamlin medical offices project advances in Horizon West

A Winter Garden-based developer is gearing up for the next phase of a project in the Hamlin area of the booming Horizon West master-planned community of southwest Orange County.

Plans filed recently with the county by Orlando-based Kelly, Collins & Gentry, on behalf of Boyd Development, for the next phase of construction on about 20 acres of land across two lots near the intersection of Avalon Road and Porter Road. The land west of State Road 429 is across from Orlando Health Horizon West Hospital.

No one with Boyd Development could be reached for comment.

Ashley Walker, a partner at Millenia Partners of Orlando, told GrowthSpotter she’s been involved with this project, part of the Hamlin Wellness District, for more than two years. The first phase, with five medical office buildings, is about halfway toward completion on 10 acres at the corner of Avalon and Porter roads.

Walker said Buildings C and D along Porter Road, with a combined 29,200 square feet, are fully leased by medical and dental practices. Two more MOBs fronting Avalon were sold in 2021 and the new owners are leasing out the space.

The four condo suite offices in the 15,761-square-foot Building B were also sold, she said, as was the adjacent Pad A, where plans show a 15,356-square-foot building. Additional plans call for a 10,500-square-foot building, which is already preleased by a “large hospital group,” Walker said, and the four 5,000-square-foot pads with options for shell buildings.

“That’s our last thing to close out this Phase 1, on this 10-acre site, and then we’re going north for Phase 2, and that will be additional office and medical use,” Walker said.

She said preleasing for buildings on Phase 2 will start by mid- to late 2026, with a delivery target of 2027

The 9-acre lot at the corner of Avalon and Lake Hamlin Trail will add two 12,000-square-foot buildings and four 5,000-square-foot buildings. Three other planned buildings will come later: a 93,573-square-foot self-storage facility and two 10,000-square-foot office buildings.

Walker said the 1,200-acre Hamlin area of the 20,704-acre Horizon West is a prime spot for these projects.

“You don’t really see this kind of convergence often,” she said. “You’ve got a top-tier hospital, a master-planned development with a town center, over 80,000 residents, all within a 10-minute drive.

“This is one of the fastest-growing master-planned communities in the country.”

She said high demand for health care in that area, combined with patients who don’t want to travel far for their care, means clinics and services are going to them.

The 2026 Office Investment Forecast from Marcus and Millichap reports that investor interest in medical office space — one of the more stable property types — remains strong despite uncertainty created by Fed cuts in late 2025.

For Orlando, the report said that despite the metro’s bid-to-ask spread remaining sizable for buyers, transaction velocity picked up in 2025. A notable increase in medical office trading was partially to credit, with trading most frequent in the Hunters Creek area.

In the Metro Orlando area, investors will likely remain focused on newer Class A and B properties, the report said. Still, overall activity will hinge on strengthening space demand and rent growth, as well as more favorable lending conditions — factors that have sidelined many buyers in recent years.
