The Lake County Planning & Zoning Board recently approved an amendment to the proposed Haines Creek Estates PUD set for development near Lake Eustis.
Located south of Goose Creek Road and north of Eagle Point Court in unincorporated Lake County, approximately a half-mile west of Lake Eustis, Haines Creek Estates is planned as a 145-lot single-family subdivision.
The 46.43-acre property for Haines Creek Estates was rezoned from Agriculture Residential District and Urban Residential District to a PUD, or Planned Unit Development, District in June 2023.
Previously known as the Goose Creek PUD, construction plans for the community were approved in November 2024, though construction has not yet begun, according to Lake County planning staff.
Tampa-based Burgland Land Holdings, owner and applicant on the project, is seeking an amendment to the original architectural design standards mandated by the PUD.

During the 2023 session, the Florida Legislature amended state statutes to prohibit local governments from regulating specified building design elements in a PUD adopted after July 1, 2023.
In response, the Lake County Board of County Commissioners approved two ordinances removing roof pitch requirements for single-family homes and removing the minimum requirement for single-family home size from the county’s Land Development Regulations in September 2023.
“What is in here is legal, it did meet the code or the statute at the time it was approved,” Lake County Attorney Melanie Marsh said. “What they’re asking to do is update their ordinance to come under the new statutory provisions, which again, is subject to board approval. There’s no inconsistency with Florida law because this was approved prior to that statute going into effect.”
Burgland is looking to amend those architectural design standards, along with other requirements that include removing specific building material and color requirements for the exterior of the home, removing language requiring architectural design standards in the community’s homeowner association declarations, and updating transportation improvements.
While certain aspects of the county’s Land Development Regulations are up for removal, language has been added to the previously approved ordinance requiring Haines Creek Estates project developers to resurface the entire length of Goose Creek Road — from County Road 44 to the development entrance — and provide stabilized shoulders along the road.
The planning board voted unanimously to approve the PUD amendment for consideration by the Lake Board of County Commissioners during its June 9 meeting.
Also in Lake County, Burgland Land Holdings’ parent company Burgland Capital is planning to develop a 97-unit townhome project in Eustis called Forest Glenn Townhomes.
Located on 23.13 acres off Hicks Ditch Road on either side of Palmetto Avenue in Eustis, the townhomes will be 24-foot units and include front-loaded two-car garages.
Plans for Forest Glenn Townhomes amenities include a soccer field, a tot lot, and either a dog park or splash pad.
